The U.S. Nuclear Regulatory Commission (NRC) intends to negotiate a sole source contract with ICF Consulting Group, Inc. (ICF) under the authority of 41 U.S.C. 253(c)(1), as implemented by FAR6.302-1(b)(1), to obtain technical assistance to support the offices of Nuclear Security and Incident Response (NSIR) and Nuclear Reactor Regulation (NRR) in competing the following tasks: (1) Provide support to NSIR to assist with the technical basis for Part 26 Fitness-for-Duty (FFD) rulemaking; (2) Provide support to NRR to complete Part 26 FFD rulemaking, including potential re-proposal of all or portions of completed draft proposed Part 26 rule; (3) Assist NSIR in implementing Part 26 FFD rulemaking; (4) Assist NRR in implementing worker fatigue portions of Part 26 FFD rulemaking; (5) Provide NSIR Support Services for Ongoing Maintenance of Part 26 FFD program; and (6) Provide NRR Support Services for Ongoing Maintenance of fatigue portions of Part 26 FFD program. This proposed contract is a follow on to the current NRC contract with ICF for Title 10 Code of Federal Regulation (CFR) Part 26 FFD rulemaking support. The proposed contract will be cost-reimbursement type contract. The period of performance will be for five years. The contract will have a base period of performance of two years with three one-year option periods. This notice of intent is neither a request for quotes or a solicitation of offers. Interested firms must submit written capability statements demonstrating their ability to perform the required services to the above address, no later than January 17, 2006. Capability statements that do not fully demonstrate the respondentââ¬â¢s ability to satisfy the requirements above will not be considered.
