The U.S. Railroad Retirement Board (RRB) is an independent agency in the executive branch of the federal government. Its primary mission is to pay retirement and survivor benefits to railroad retirees and their families, as well as unemployment benefits to current rail employees. The RRB’s Executive Committee completed a facilitated review of agency operations last year, with limited budgetary resources the driving force behind this undertaking. The agency currently has 53 field offices, plus 3 regional offices, with approximately 300 employees. The field offices range in size from 3 to 12 employees, with 4 authorized positions in each regional office. A key recommendation in the resulting report by the Executive Committee involved realigning the agency’s field office structure to establish a system of regionalized customer service centers. However, the proposed structure would take a number of years to implement, and budgetary resources are expected to remain extremely tight or even decline. As a result, the RRB is interested in obtaining the assistance of a contractor that would evaluate relevant workload and performance data from the field offices, along with the previous referenced recommendation, and identify the most effective and efficient configuration for future operation.
