The Program Support Center has a requirement for the Office on Women Health (OWH) to enhance and usability test the provider education website for the National Heart, Lung and Blood Institute’s (NHLBI) The Heart Truth professional education campaign. This requirement has been justified for award to two the National Centers of Excellence in Womens Health (CoEs) and one National Community Center of Excellence in Women’s Health (CCoEs) in accordance with FAR 13.106-1(b)(1) for a maximum of three awards. The fixed priced contracts shall be made using FAR Subpart 13 Simplified Acquisitions procedures. The three contractors, i.e. the University of California, Los Angeles CoE, the University of Illinois, Chicago CoE, and Mariposa CCoE shall enhance and test for usability The Heart Truth web site for Health Care Professionals. The three contractors have a unique mix of expertise to enhance and test the usability and cultural competency of this web site. UCLA CoE has served to coordinate and integrate the materials for The Heart Truth campaign as the contractor to establish the Project Coordinating Center for the NHLBI The Heart Truth campaign and has prior experience and success in web site development for OWH collaborative provider education programs. The University of Illinois, Chicago (UIC) served as a sole contractor to develop the CDC’s DES Update Provider Education Program and the UIC CoE has developed a website incorporating the many cores of the UIC CoE program and links to major sites pertaining to womens health. Marisposa CCoE piloted the consumer Heart Truth materials and provided feedback to NHLBI prior to release. Marisposa has also identified CoE partners that will provide the technical and medical expertise in developing Spanish language materials on menopause. The web site, developed under contract 03T03006101D by Griffin Hospital, CCoE, is housed on the National Womens Health Information Center (NWHIC). Specifically the contractors shall enhance the website by adding additional educational materials appropriate for use on The Heart Truth campaign web pages and linked to various provider organizations, and shall add an on-line heart health for women resource consisting of links to other professional websites. The contractors shall also perform usability testing on the web site for providers from the target audience including family physicians, OB/GYNs, internists, nurse practitioners, and physician assistants to assure usability and cultural competency, including providing audiences, facilities, evaluation instrument, and analysis for any of the above materials and audiences. Testing shall adhere to the DHHS research-based web design and usability guidelines http://usability.gov/guidelines . This requirement has a one year period of performance. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after the date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
