The Fleet and Industrial Supply Center (FISC) Norfolk Contracting Department Philadelphia Office intends to acquire on a full and open competitive basis engineering, technical, faculty, Fellows, and student support services for the U.S. Joint Forces Command (USJFCOM) program managers in the areas of warfighter requirements definition, program definition, program formulation, program execution objectives, program assessment, capstone development, Doctrine, Organization, Training, Material, Leadership, Personnel, and Facilities (DOTMLPF) correlation, certification guidelines, accreditation criteria, program integration and interoperability criteria, event concept development, modeling and simulation applications, interoperability evaluations and support in the pre-definition stages of USJFCOM programs and potential programs. The span is from the concept development in an academic environment to the implementation and execution of program tasks in the field of Joint Operational Requirements, Training, Experimentation, Requirements, Integration and Interoperability (JI & I), all planned to improve the capability of the warfighter for US and multi-national operations and interaction with various agencies and organizations.. Support will be provided primarily at the contractor?s facility and government sites in Norfolk and Suffolk, Virginia. Required tasks include, but are not limited to, research, development, prototyping, preproduction assessment, product evaluation, assessment, model maintenance and development, application testing and project execution. The solicitation shall contain a requirement for a base period of performance beginning 1 April 2008 through 31 March 2010 with two (2) two-year renewal option periods. The estimated level of effort is 64,000 hours per two-year period. An Indefinite-Delivery, Indefinite-Quantity type contract with Cost Plus Fixed Fee provisions is anticipated. Offerors shall be required to submit both cost and technical proposals. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 541330 and $4.5M, respectively. The size standard is based on the industry classification of the services being procured. All responsible sources may submit a proposal which shall be considered by FISC Norfolk Contracting Department Philadelphia Office. Upon its release, the solicitation will be made available electronically at www.neco.navy.mil. A hard copy of the solicitation will not be made available. This announcement will be updated when the solicitation has been released along with the Request For Proposal (RFP) number. The closing date of the RFP will be established in the RFP.
