Synopsis:
The Fort Sill Mission and Installation Contracting Command is conducting market research for the following requirement: Provide qualified contractor personnel to provide Instruction and Maintenance support for the Engagement Control Station Simulator (ECS2) for Officer and Enlisted instruction in various Patriot POIs, located at Monti Hall, Building 3020, Fort Sill, Oklahoma 73503. The period of performance is date of contract award through one year. There will be a sixty (60) day phase in period for this requirement.

The appropriate NAICS code is 611430 with a size standard of 500 employees. Payment will be made monthly using Wide Area Work Flow (WAWF). The following is the government's minimum requirements:

1) Shall have a Bachelor's Degree from an accredited college or university.
2) Shall be a graduate of the C20B ADA Basic Officer Leader-Branch or C22 ADA Captains Career Course.
3) Shall instruct, evaluate, and provide mentorship to students.
4) Prior to teaching, the contractor shall be certified by the Officer Instructor Group which includes completing the Army Basic Instructor Course (ABIC).
5) Shall perform training activities, mentorship, instruction methods, and initial evaluations for newly assigned Contractor Instructors.
6) Shall provide first and second echelon maintenance to ensure the ECS2 is available for training. (May include system troubleshooting and repair and include "warranty"- like repair/replace of all equipment.
7) Shall instruct all classes with Soldier support.
8) Submission of a monthly detailed invoice.
9) Shall provide Deliverables in the form of reports, briefings, courseware, IPRs and any other format appropriate to the specific initiative and identified by the Government.

This synopsis is not a request for proposal. It is a market research tool being used to determine procurement strategy. Appropriate procurement strategy will be determined after consideration of industry response to this sources sought synopsis. The government is not obligated to, and will not, pay for any information received from potential sources as a result of this synopsis.

All responses must include, at a minimum, the following information:

a. Company's full name, address, telephone, point of contact with email address, and Federal Tax Identification number.
b. Company's Duns Number and Cage Code for proof of Central Contractor's Registration (www.ccr.gov).
c. A statement indicating the offeror's interest in submitting a proposal.
d. A statement indicating the offeror's ability to accept payment via Wide Area Work Flow.
e. Company size: small or large, HUBZone, 8(a), SDB, Woman-owned, Service disabled veteran-owned.
f. A statement indicating what services, if any, will be subcontracted.
