THIS IS A NOTICE OF INTENT TO SOLE SOURCE, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The US Army Corps of Engineers, Jacksonville District, intends to negotiate and award a purchase order on a noncompetitive basis in accordance with FAR 6.302-1(a)(2)(ii) Only one responsible source and no other supplies or services will satisfy agency requirements quote mark to the University of Central Florida Marine Turtle Research Group: 4000 Central Florida Blvd. Orlando, FL 32816 for a fixed price contract to provide sea turtle beach nest monitoring to Brevard County, Florida, South Reach within the USACE Jacksonville District. The boundaries of South Reach are from Indiatlantic Beach to Melbourne Beach South.

According to FDEP Permit No. 0137212-008-JC and 134869-002-JC for Flood Control and Coastal Emergency Shore Protection Project, Brevard County, Florida Beach Renourishment, North Reach and South Reach, pertaining to solicitation GROUP4-10-R-J009, a sea turtle monitor is required on the beach. The sea turtle monitor must be permitted by the state. Under Florida Statute 379.2431 (1) and Florida Administrative Code Rule 68E-1, Florida Fish and Wildlife Conservation Commission (FWC) can only issue a permit for sea turtle conservation work if there is a need for that activity. On beaches where FWC has already issued a permit to an individual to conduct nesting surveys, they do not issue a second permit for the same work, as there is no need. Permits are issued per beach and not per County, and only one Marine Turtle Permit is issued to an individual to conduct nesting surveys on a particular beach. The current permit holder, the University of Central Florida Marine Turtle Research Group, is available to conduct the monitoring during the pendency of this project.

The primary objective of this contract is to have contractual access to a permitted and qualified contractor capable of conducting sea turtle monitoring from 1 March - 15 November 2014. Additional objectives are to conduct early-morning surveys for marine turtle activities which shall include but are not limited to monitoring the beach for escarpments, erosion, hatchling disorientation, pertinent factors threaten nesting success and reproductive success; marking and excavating nests to provide statistically valid samples of loggerhead, green turtle and all leatherback turtle nests for the purpose of recording egg fates to assess hatching success and key nest productivity data; and conducting weekly visual surveys for escarpments at the seaward edges of the dune and the berm. Professional execution of these activities by a state permitted organization is paramount due to the guidelines set forth in the acquired FDEP permits and the need to maintain the safety and productivity success rates of these endangered and threatened sea turtles. The only way this can be accomplished is through the use of a contractor who fully understands this requirement and can accurately perform the work.
