The Equal Employment Opportunity Commission (EEOC), Procurement Management Division (PMD) intends to issue a request for proposal (RFP) to obtain the services of a contractor to perform all work necessary to conduct the Private Employer Information Report (EEO-1) Survey. The Employer Information Report (EEO-1) survey is a compliance survey required by Federal law and regulation. The survey is conducted annually. It is authorized by Section 709(c) of Title VII of the Civil Rights Act of 1964, and accompanying EEOC regulations. The following tasks will be performed under the contract: (1) Collect employment data by: race/ethnic categories, by nine broad occupational categories, by gender, and by contractor and non-contractor status annually, from 45,000-50,000 employers. These employers submit approximately 230,000 EEO-1 forms or computer printouts, which must be entered into the data base; (2) Prepare Preliminary Mail File and Mail Printed Survey documents;(3) Update or develop a web site on-line filing system; (4) Perform keying, editing, coding and data entry verification of all data from the EEO-1 Survey and (5) develop statistical and other required data files from data collected. Currently, the EEO-1 survey consists of two distinct methods of processing. The first is the old customary survey processing which involves handling of paper survey forms several times during mail out, receipt, manual editing and data entry (Approximately 20 percent of the survey falls into this category). Approximately 80 percent of the employers submit their data online. Both of these methods run concurrently and the deadline and all other critical dates are the same for both.This acquisition is a TOTAL SMALL BUSINESS SET-ASIDE. A firm-fixed price contract is contemplated. The contract period of performance is for one year (twelve months), with four–one-year options to extend the term of the contract. The anticipated date for the release of the Request for Proposal (solicitation)is on or about January 31, 2005, and will be posted via the Internet, at the FEDBIZOPPS web site (http://www.fbo.gov). The closing date for the solicitation will be thirty (30) calendar days after the issue date. Any amendments to this notice and the solicitation will be issued and posted on the FedBizOpps website. The anticipated award date is April 2006. Award will be made on best value. All responsible sources may submit a proposal which shall be considered by EEOC. It is the offoror’s responsibility to monitor the FedBizOpps web site for the release of the solicitation and amendments (if any). Potential offerors will be responsible for downloading their own copy of the solicitation and amendments (if any). This notice is neither a request for quotes nor a solicitation of offers.
