The Department of Veterans Affairs, NCO 10 Dayton Contract office intends to make a sole source award to Wright State University, a Large Business, for the purchase of the EBSCO database package that includes Elsevier/Academic Press, Wiley/Blackwell, Springer (EJC), American Psychological Association, Brill/Adis, Springer E-books and Thieme. The Statutory authority for this sole source purchase is Title 10 U.S.C. 253 (c) (1) as implemented in the FAR 6.302-1. The applicable NAICS Code is 611310, Colleges, Universities, and Professional Schools, with a size standard of $7.0M. A Justification and Approval to procure using other than full and open competition is available upon request. This procurement is a sole source requirement and is not a solicitation or a request for competitive proposal. A determination not to compete is solely within the discretion of the Government.
