The National Science Foundation (NSF) intends to procure, on a sole-source basis, development/update of statistical tables and annual reports on Federal funding of R&D by budget function. The American Association for the Advancement of Science (AAAS) is uniquely qualified to undertake this work because they can provide the NSF with the necessary data tabulations to evaluate trends in R&D budget authority by government agency. AAAS analyzes R&D statistics submitted to the Office of Management and Budget from government agencies that provide data for the annual Budget of the united States Government. There are no other known sources. The statutory authority permitting other than full and open competition is FAR 13.106-1. Interested persons may identify their interest and capability to respond to the requirement of submit proposals. The notice of intent is not a request for competitive proposals. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. An ombudsman has been appointed to help resolve any offerorââ¬â¢s non-routine matters or concerns that may not have been sufficiently addressed by the Contracting Officer.
