The Fleet and Industrial Supply Center (FISC) Norfolk Detachment Philadelphia intends to competitively procure services for the development and implementation of both an Activity Based Costing/Management (ABC/M) Model and an Outcome Based - Performance Costing (OBPC) Model for the Commander-in-Chief, U.S. Navy Atlantic Fleet (CINCLANTFLT) for their Base Operating Support (BOS) functions. A Firm-Fixed Price type contract is anticipated and will be solicited using Simplified Acquisition Procedures under the Test Program for Commercial Items found at FAR 13.5. The applicable North American Industry Classification System (NAICS) Code and size standard are 541611 and $6M, respectively. Offerors will be required to submit both a technical and price proposal. The technical portion of the proposal will include information relating to the offeror's technical approach, corporate experience and past performance. Delivery will be required within 6 months of contract award.
