The U.S. General Services Administration (GSA), Northern California Area Team (NCAT) Oakland, California is conducting a procurement under the authority of Federal Acquisition Regulation (FAR) Subpart 12; Acquisition of Commercial Items in conjunction with the methods, policies and procedures of Subpart 15; Contracting by Negotiation to support the Defense Manpower Data Center (DMDC) Support Office (DSO) in their mission to provide Database Management and Call Center services within a Department of Defense (DOD) facility located in Seaside, California.

This procurement is anticipated to be unrestricted.

Services for this effort are currently being performed on a Time and Material basis and the current contract will expire of December 31, 2006, if not extended by the current contracting parties.

The anticipated first day of actual performance is January 1, 2006. This first day of performance does not include a required phase-in/phase-out period, which will be defined during this solicitation process.

The anticipated contract award term is one (1) Base Year with Four (4) one-year option periods to be exercised at the discretion of the Government.

The anticipated contract type is a Firm Fixed Price Award Fee (FFPAF) contract with minor Time and Material (T&M) elements.

The anticipated solicitation issue date is September 4, 2006.

The anticipated offer due date is 3:00 pm, Pacific Standard Time (PST) on October 9, 2006.
