CURATION ASSISTANCE-CERBERUS COLLECTION
The Bureau of Land Management, Utah State Office, intends to award a firm fixed price, sole-source purchase order to University of Utah Natural History Museum of Utah in Salt Lake City, UT for assistance with preparing archaeological materials for curation at numerous repositories by rehousing or preparing the archaeological materials in accordance with each repository's curation standards and preparing the boxes for transport via vehicle. Specifically, the contract will entail separating materials slated for curation at each repository from the main collection boxes, preparing the materials slated for each repository for curation in accordance to that repository's curation standards, preparing new boxes and in some cases object mounts as needed to house the collections slated to go to each repository, preparing each box slated for a new repository for transport in a vehicle, adding any new catalog numbers or box numbers to the existing catalog, and preparing a box inventory of the objects that were prepared for each repository. The archaeological materials being prepared for curation are related to the Operation Cerberus Action case and related activities and are collectively known as the Cerberus Collection. The Contractor shall supply the necessary qualified personnel, equipment, materials, and facilities to assist with preparing archaeological materials from the Cerberus Collection for curation.
All BLM museum property being prepared shall be stored in the Contractor's museum repository facilities that meet federal standards found at 36 Code of Federal Regulations (CFR) Part 79-Curation of Federally-Owned and Administered Archeological Collections and Department of the Interior (DOI) policies and directives as found at https://www.doi.gov/museum/policy/. The BLM will remove the museum property from the Contractor's facility in batches once the curation work is complete for all of the batch being prepared or for a subset of the batch being prepared.
The proposed contract will have a base period of 2 years and 3 additional option years to be exercised at the BLM's discretion and based on funding availability.
The BLM State Office staff requires continued and frequent access to the collections while they are being prepared for curation. The combination of the contractor's qualifications and the proximity of their location to the BLM Utah State Office are two key factors in this determination to issue a sole source award.
This action is under the authority of FAR 13.106-1. The anticipated award date is 8/19/20. Please note that this is not a request for quotes. However, all interested parties who believe they can meet the requirements are invited to submit, in writing, complete information describing their ability to provide the services listed above. Deadline date for submittals is 8/18/20 at 1:00 PM MT.
A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government.
