Offers are hereby invited to submit a Technical proposal (only, Pricing is not required at this stage), for the enclosed contractor support to the Headquarters, Supreme Allied Command Transformation (HQ SACT) in support of the above requirement. Proposals will be received until 1 o’clock P.M, E.S.T. (Norfolk, US Local Time), Friday, July 28, 2006. Proposals received after that time shall not be considered. Please see the attached enclosures, which outline the Invitation for International Bidding submission instructions, the Statement of Work. HQ SACT reserves the right to cancel this Invitation for International Bidding, partially or in its entirety, at any time. In such an event, no claims for proposal preparation and related costs will be considered.
