The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis with Dr. Alexander Kramida, Scottsdale, AZ, under the authority of FAR 13.106-1(b) Only One Source Reasonably Available, to carry out desired critical compilations for a specific set of atomic ions that have been selected for their importance to the program of the NIST Data Center on Atomic Spectroscopy. Specifically, the contractor will a) prepare tables of wavelengths and energy levels for spectra of singly ionized neon (Ne II); and, b) prepare tables of wavelengths, energy levels, and transition probabilities for spectra of doubly ionized neon (Ne III) singly ionized beryllium (Be II), neutral tungsten (W I) and singly ionized tungsten (W II). This is a sole source requirement as the contractor has specialized in the study of atomic spectra, has researched and published a large number of papers on the spectra of various atoms and has developed some of the software codes that will be required to perform the compilations. The period of performance will be one year commencing on or about April 1, 2003. The NAICS code for this acquisition is 541710 and the size standard is 500 employees. Interested persons may identify their interest and capability to respond to the requirement, in writing. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation (RFQ) is not available.
