The National Geospatial-Intelligence Agency (NGA), formerly the National Imagery and Mapping Agency (NIMA), has been mandated by the Office of the Assistant Secretary of Defense (OASD), Command, Control, Communications, and Intelligence to implement the Common Access Card Program in conjunction with Security and Installations. The deadline is April 2004. NGA intends to enter into a sole-source contract with Schlumberger Malco Inc, Owings Mill, MD, to obtain 6,000 REFLEX USB V2 CAC Readers and 1,000 REFLEX 20 PCMCIA Short Version. The Joint Interoperability Test Command (JITC) with DMS and DTS, the approving authorities, have tested various hardware and have determined that NGA shall use the Schlumberger (now owned by Axalto) reader for portable devices. Schlumberger is the only hardware that works with all approved middleware used by NGA. The hardware operates on Windows 2000 and XP operating systems, which are both in use at NGA. It is the only hardware that will operate using the Linux and Sun operating systems. This will allow NGA the flexibility of moving its licensing across platforms should these operating systems become more prevalent. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties have three (3) days from the date of publication of this Synopsis to submit in writing to the identified point of contact clear and convincing evidence of their qualifications and/or capabilities. Such qualifications and/or capabilities will be used solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. Responses received after three (3) days or without the required information will be considered non-responsive to this synopsis and will not be considered. A determination by the Government to either conduct or not conduct this effort as a full-and-open competitive procurement, based upon responses to this notice, is solely within the discretion of the Government.
