The Federal Highway Administration (FHWA) plans to negotiate a sole source purchase order with The League of American Bicyclists (LAB) for the Co-Sponsorship to support the 5th National Bicycle Summit. The League will provide technical assistance, training, and instructional methods for schools, institutions of higher learning, public works and transportation agencies in addition to related interest groups. LAB will be providing the funding, conference materials, technical workshops, facilitators, and the conference meeting facilities. LAB is the only existing national bicycle user membership organization with State and regional representation. Because they are the sole organizers for their conference in addition to providing all of the conference materials they are they only source for their services. This is a Simplified Acquisition and the anticipated award date is February 9, 2005.
