The Contractor working with the Commercial Law Development Program (CLDP) will provide technical assistance to the Government of Russia (GOR) on Intellectual Property Rights (IPR) as applied under the World Trade Organization (WTO). The Contractor will provide assistance in developing a training plan for the GOR, and will develop and implement workshops, seminars, conferences and other training programs on IPR issues. Technical assistance may be provided while remaining in the U.S. but the Contractor will be required to travel to Russia to implement training programs and consultation on IPR issues. The duration of the contract is for twelve months with two (2) one-year option periods. The government reserves the right to exercise the options. The contract is expected to commence on or about May 1, 2005. Award will be a Time and Material contract and the procurement method shall be a competitive negotiated Request for Quote (RFQ). Source Selection Procedures, as identified in FAR PART 12 Acquisition of Commercial Items, shall be utilized in the selection of the offer that is most advantageous to the to the Government based on the factors contained in the solicitation.
