The Department of Homeland Security, U.S. Immigration and Customs Enforcement (ICE), has a requirement for classroom instructions regarding psychological effect of undercover assignments. The offeror must be a licensed psychologist and have a law enforcement background that includes familiarity with the psychological demands of law enforcement related undercover activity. This requirement is Full and Open competition and is being conducted using the test program at FAR 13.5. The applicable North American Industry Classification System Code is 624190. The award will be made to the offeror, who provides the best overall value to the Government. The resulting contract will consist of a base period and four one year option periods.The Request for proposal will be issued on or about 31 March 2005 and will be available at “http://www.eps.gov/ “ and issued under the Solicitation #: HSCEOP-05-R-00014.
