The Food and Drug Administration intends to award a Purchase Order on a sole source basis to Yuming Li,
Boyds, MD. The Food and Drug Administrationâs Office of Clinical Pharmacology and Biopharmaceutics
(OCPB) has been involved in establishing a system for the enhancement of the incorporation of CDISC into
pharmacometrics and clinical pharmacology review during 2004 and 2005. The scope includes the creation
and facilitation of the application of a software system for CDISC/PKS analysis and reporting, and
analyses and evaluation of nonmem data. The contractor is trained in pharmacy and clinical pharmacology
practice and software programming and has experience in pharmacometrics programming for the Food and
Drug Administration. Yuming Li has been performing a wide range of system development and support
activities for the past two years under a predecessor task. He has a set of unique qualifications and
capabilities for this task. No REQUEST FOR QUOTE (RFQ) IS AVAILABLE. Not withstanding, any firm who
believes it is capable of meeting FDAâs requirement as stated herein may submit a capability statement,
which if received within the 7 calendar days of the date of the announcement will be considered. A
determination to compete this procurement based on a response to this notice is solely within the
