U.S. Army, Mission and Installation Contracting Command (MICC) intends to award a contract to Reverend John Mudd for the Catholic Civilian Clergy. This sole source award is based under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to Reverend John Mudd, 4300 Harewood Road, NE Washington D.C. 20017. This requirement is for the contractor to provide the EERS that are core and essential for worship, rites, sacraments, ordinances, religious education as it is determined to be an Essential /elements of the Religious services (EERS),and emergency pastoral care and counseling that is specific to the Catholic ecclesiastical requirement. The contractor shall maintain adequate records of worship functions, classes taught, emergency ministrations made, and answer inquires about Catholic worship program. The NAICS code is 813110 with a size standard of $7.0 million dollars.


This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 10:00 am EST, 24 September 2009. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items.
