NAVSURFWARCEN Crane Division has a requirement for BATTLE FORCE TACTICAL TRAINING (BFTT) SYSTEM Support Services as follows: Provide support in the areas of engineering services, program support, system engineering, systems installation and removal, system upgrade, obsolescence, mitigation, and alterations, on-site Ship Construction Naval technical representation, training, maintenance/repair support, shipboard configuration audit support, installation of hardware and fabrication, installation logistics support, hardware procurement, and Fleet engineering support to meet the technical, performance and schedule goals of the BFTT Shipboard Systems Trainers (SST) program This solicitation will be issued utilizing other than full and open competition procedures under the authority of 10 U.S.C. 2304 (c) (1), One Source or Limited Sources. An offer will be solicited from L-3 Commumications/Titan Group/Unidyne Division, 3835 E. Princess Anne Road, Norfolk, VA 23502 . The proposed Cost Plus Fixed Fee (CPFF) contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1(a) (2). It has been determined that the Government requirement for these services can only be met by one manufacturer due to the contractor having unique qualifications to provide these services, since they have conducted 105 BFTT, 133 BEWT and 30 TSSS installations since the inception of the BFTT program. Thus, it is the only contractor currently identified as qualified to provide these services in the interim period until other sourses can be found for a competitive procurement.. Interested pe! rsons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
