Randolph AFB intends to negotiate on a sole source basis with RTS Partners, LLC, 9787 Zig Zag Road, Cincinnati, Ohio, 45252-7113, in accordance with FAR 13.106. The acquisition is for Continuous Development of Air Education and Training Command Balanced Scorecard System. The Balanced Scorecard Initiative will create strategic management objectives; a Balanced Scorecard of performance measures, targets, and improvement initiatives, and a governance process that assures initiatives are executed and organizational performance targets are achieved. This notice of intent is not a request for competitive quotes, and no solicitation exists. The determination not to compete this requirement is solely within the discretion of the government.
