The Department of the Navy, Naval Air Systems Command Aircraft Division, ATC Processing & Display Branch, Code 4.5.9.2 has a requirement to provide engineering, design, development, test, evaluation, acquisition, production, modification, delivery, installation, maintenance, refurbishment, logistics and disposition of the AN/TPX-42A(V) Interrogator System. This system provides air traffic controllers aboard CV, CVN, LHA, LHD class ships and at Naval Air Stations with automatic updates of Identification Friend or Foe (IFF) beacon and radar tracks within a 60 nautical mile radius to allow them to maintain safe separation between aircraft in the ship or shore stationââ¬â¢s terminal environment. The contract type is anticipated to be a cost plus fixed fee IDIQ type contract with an estimated total level of effort of 22,984 man-hours for the entire contract. The period of performance consists of a base year period and four one year option periods. The proposed contract will be subject to the Services Contract Act. The NAICS code is 541330. This action is a follow-on to contract N00421-00-D-0205 with Telephonics Corporation, 815 Broad Hollow Road, Farmingdale, NY 11735. This procurement action will be processed on a Sole Source basis citing statutory authority permitting other than full and open competition Title 10 USC 2304 (1) Only One Responsible Source and no other Supplies or Services will satisfy Agency Requirements, as implemented by FAR 6.302-1. Telephonics Corporation is the sole designer, developer and manufacturer of the AN/TPX-42A(V) and Beacon Processing Systems and is the only company who currently possesses the technical knowledge and expertise to perform the required support.
