The Naval Surface Warfare Center Panama City (NSWC PC) intends to issue a sole source purchase order to DMR Consulting Incorporated (DMR), 8317 Front Beach Road, Suite 13B2, Panama City Beach, Florida to provide system checkouts, field change installations, and address operation and maintenance support services for the AN/SQQ-32 Sonar Data Recorder (SDR) project. This effort also includes a requirement for completion of AN/SQQ-32(V)3 SDR (Unit 71) Integration and Installation aboard six (6) MCM-1 Class Ships. This procurement is sole source for the following reasons. DMR is the only known source that possesses personnel with the following unique capabilities and combinations thereof: a) experience supporting actual SDR kit preparation, SDR provisioning, and ship board installation of the AN/SQQ-32 Sonar Program, b) specialized knowledge in the certification of system installation and SDR operations onboard MCM Class Ships, c) detailed technical expertise and knowle! dge base required to perform the functions identified in the SOW as DMR personnel have extensive knowledge about the AN/SQQ-32 program and technical aspects of all major and minor assemblies of the SDR (Unit 71) system, d) personnel have cumulative knowledge and specialized trained experience supporting the AN/SQQ-32 program in areas of SDR field change installation that cannot be found elsewhere.
