This solicitation, F01600-02-R-A031, is being issued as a Request for Proposal (RFP). The Contractor agrees to comply with the following: To deliver qualified African-American students who meet predetermined qualifications for Air Force commissioning/scholarships. Students shall be delivered in two distinct groups, in-college and high school. Students delivered by contractor will meet an Air Force Reserve Officer Training Corps (AFROTC) scholarship board, where students will compete for AFROTC scholarships. In-college and high school students will compete in separate boards. AFROTC cannot guarantee that any student meeting an AFROTC scholarship board will actually be offered an AFROTC scholarship. See attachment 1 for Statement of Work. The period of performance of the resulting contract will be from September 15, 2002 through July 15, 2003, with two option years. Award of a Firm Fixed Price (FFP) contract is contemplated.
