The Bureau of Reclamation's (Reclamation) Pacific Northwest Regional Office intends to a negotiate a sole-source advisory and assistance services contract with Mr. Eric T. Mogren of Portland, Oregon to support and improve the operations of the Federal Caucus. Reclamation is one of nine Federal agencies, collectively known as the Federal Caucus, which has natural resource responsibilities under the Endangered Species Act (ESA) to coordinate a comprehensive, long-term strategy to restore threatened and endangered salmon and steelhead throughout the Columbia-Snake River Basin of the Pacific Northwest. Reclamation has determined that Mr. Mogren is the only reasonable source based upon the following criteria: Knowledge of FCRPS operations in the Columbia-Snake River Basin, and its impact upon ESA endangered and threatened species; options for improvement of fish survival throughout the range of ESA listed species in the Columbia River basin; experience and past performance associated with the strategic planning efforts relating to ESA in the Columbia-Snake River Basin; experience and past performance in a high-level administrative position, and capable of successfully interacting with multiple agency executives; located in the general geographical area of Portland, Oregon; and Price. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within 15 days after date of publication of this synopsis will be considered by Reclamation. A determination by Reclamation not to compete this proposed contract based upon responses to this notice is solely within the discretion of Reclamation. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. See numbered note 26.
