The Department of Homeland Security (DHS)/FEMA, has a requirement for administrative support services for the Independent Study (IS) Program of the Distance Learning Branch of the Emergency Management Institute (EMI) located at the National Emergency Training Center (NETC), 16825 S. Seton Avenue, Emmitsburg, MD 21727. These on-site services include student record management and data entry of enrollments, addresses, email information, courses, course history, and certificates of completion ; issuance of transcripts; ordering and inventory control; test scoring; packaging and mailing student materials; marketing; customer service to include written correspondence, telephone and email responses to students and training officials on all courses and program areas; statistical and narrative reports; program analysis; presentations as required; and other general office functions required to support the IS program. The contractor shall be responsible for providing college credit to students for completed Independent Study Courses as a requirement under the contract. The contractor shall be responsible for coordinating the assignment of continuing education units for courses, the course list directory, catalogues, and insuring that the IS information on the FEMA training web site is accurate, up-to-date and available. The period of performance of the resulting contract will be date of issue through twelve (12) months, with four (4) one-year options to extend the period of performance. Award of a firm-fixed price contract is contemplated. The Request for Proposal (RFP) release date will be on or about December 15, 2003 and will only be provided electronically through the FedBizOpps web page as discussed below. Interested parties may obtain a copy of the solicitation by accessing the following web page: www.eps.gov. DHS/FEMA posts all required notices of its contracting opportunities on the FBO site. Potential offers that download copies of solicitations may register at FBO to automatically receive e-mailed notification concerning issued amendments to the applicable solicitation. Registration is optional. You may still view plans/specifications and amendments without registering. If you register for the solicitation, you will receive a courtesy e-mail from FBO notifying you of all amendments for the solicitation that will be posted to the website. Registration, however, does not release bidders/offerors from the responsibility of checking the solicitation daily for amendments. Potential offerors that do not have the capability to download from FBO, may request, in writing, diskettes containing electronic copies of the solicitation, including attachments, and any amendments. Potential offerors making this request must include in their written request an adequate justification for not obtaining the solicitation via the Internet.
