The US Army Corps of Engineers, Sacramento District intends (USACE) to negotiate and award a Firm Fixed Priced follow-on sole source contract to Steven Piper. This follow-on contract is to add or improve sediment transport features in HEC RAS. The tasks include the addition of new sediment rules for reservoir flushing studies in the unsteady flow simulation, new sediment operational parameters and operational rules capability, a new uniform mass removal dredging method, the ability to specify advection dispersion coefficients per grain class, and the integration of RipRoot, a root strength model in the bank failure methods in HEC RAS. This purchase order also has a task for technology transfer. The associated North American Industry Classification System (NAICS) Code 541511 - Applications software programming services, custom computer, which has a size standard of Size Standard: $25,500,000.00 in annual receipts is applicable. The contract type will be a firm fixed price, performance-based contract, The statutory authority for this non-competitive action is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, 10 U.S.C 2304(c)(1). This is a sole source notice published for informational purposes only and not a request for competitive proposals. Therefore, no solicitation document exists for this requirement. However, all responsible parties interested in responding to this notice are invited to submit a capability statement including costs by 12:00 pm EST, April 22, 2014, that provides sufficient details for consideration by the Government, via email to: [email protected]. The determination not to compete the contract based on the responses to this notice is solely within the discretion of the Government.
