Invitation to Bid: is hereby extended to provide: Rainbow Trout for planting at Lake Buena Vista, Taft, CA during the 2020-2021 fishing season; November - March. For each load, 75 % shall be Rainbow Trout, 3/4 pound to 3 pounds each, in weight. 10% shall be Rainbow Trout, larger than 3 pounds each, in weight. 15 % shall be Golden Rainbow Trout, 3 pounds, or larger each, in weight. Pricing shall include all labor, materials and equipment require to provide and plant the live, healthy, disease free, bar graded fish. BID RESPONSE INSTRUCTIONS: It is the sole responsiblilty of the Vendor to return responses by the time and date stated. Please contact the Buyer listed for this Quotation Request, should you require assistance. ALL LATE BIDS WILL BE REJECTED WITHOUT EXCEPTION !! Quotation Responses may be submitted online , or Sealed bids delivered to: Kern County Purchasing Attn: Cynthia Nicholson 1115 Truxtun Avenue, 3rd Floor Bakersfield, CA 93301 before 11:00 a.m., PST on Thursday, September 03, 2020. The Quotation Request Number: 1610-21-089094, "Trout Bid 2020" must appear on the outside of the envelope. ONLINE RESPONSE: Vendor's may register, at the County's Purchasing/Bidding website: Public Purchase.com, to submit a bid response. The Bid title is: Trout Bid 2020, #1610-21-089094. The County of Kern is trying to reduce paper consumption and save money on postage and various other expenses. The awarded Vendor must provide a W9 with their Tax ID and billing information, before a Kern County Purchase Order can be issued to the Vendor. Limited access to the website shall not be grounds for protest. Inability to submit a timely bid due to unfamiliarity with the software or the submission requirements shall also not be grounds for protest. Email notifications sent using this system are only intended to supplement the County's overall procurement process and may not be relied upon by vendors as the sole or complete source of information for any procurement by the County. INSURANCE: The Insurance Requirements listed in the Terms and Conditions which include $1,000,000 coverage in GL, Any Auto and Workers Comp, with the Additional Endorsement will be strictly enforced. LOCAL VENDOR PREFERENCE- The County of Kern offers a Local Vendor Preference for local Vendors within 5% of non-local Vendors. Please see the attached Local Vendor Preference Worksheet and return it with your response to be considered for a Local Vendor Preference. AWARD: The award shall be made to the overall low bidder that meets the specification requirements. The Purchasing Agent may award to one vendor or split the award among multiple vendors. The right is hereby reserved to make partial award to more than one vendor if the Purchasing Agent considers this procedure to meet the procurement objectives of the County. All bids which, in the County's opinion, substantially conform to the functional requirements specified in the bid documents will be considered. The County shall award the agreement to the vendor or vendors that submit a bid that substantially conforms to the stated requirements, thereby meeting the needs of the department, and is in the best interests of the County, as determined by the County in its sole discretion. Additional Services: The County reserves the right to negotiate with the successful vendor to add additional services under the awarded agreement or Purchase order as deemed necessary. Such additions shall be made by written amendment or change order signed by both parties. Fish shall be healthy and disease free, large numbers of dead fish within 24 hours of the plant, shall be considered unhealthy. The Price Per Pound entered below, shall be all fees, including labor, materials, equipment, permits, fuel charges, etc. to provide and deliver the fish. The unit cost is the average pund price of the ratio of fish. By entering a price for each of the delivery/planting weeks as stated, it means that as far as you know at this time, not counting road closures due to weather, or equipment failure, you are able to deliver Monday-Friday of that week, between 5:00 am and 2:00 pm PST. Each of the live fish deliveries shall be 75% Rainbow Trout, 3/4 to 3 lb each, 10% Rainbow Trout, larger than 3 lbs each and 15% Golden Rainbow Trout, 3 lbs or larger.
