The Naval Research Laboratory intends to award to Research Foundation City, University of New York, on other than full and open competitive basis, to provide programming services related to the efforts in Quantum Crystallography and applications to ribosome function. The individual must have knowledge of quantum mechanics, an extraordinary facility in computer science and programming, intimate knowledge of the quantum crystallography program called “QCr,” and knowledge of the peptide bond chemical reaction which occurs in the ribosome. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302.
