Sources Sought for Quality Assurance Representative (QAR) Services

This announcement is a Sources Sought Synopsis (market survey). This is not a Request for Proposal (RFP). This announcement is not a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. The purpose of this Sources Sought is to determine interested parties, socioeconomic status availability, capabilities, and qualifications. The Government intends to use responses to this sources sought synopsis to make appropriate acquisition decisions for future acquisitions. The U.S. Army Corps of Engineers, Portland District is seeking sources registered under NAICS Code  541614 - Process, Physical Distribution, and Logistics Consulting Services.

Capable 8(a) firms are encouraged to respond to this sources sought as the Government is considering a competitive 8(a) MATOC acquisition strategy.

1. DESCRIPTION OF REQUIREMENT:

The U.S. Army Corps of Engineers (Corps or USACE), Portland District (NWP), is seeking contractors that can provide QA services on civil works, military construction, general construction, dredging, or services and supply contracts to monitor contractor progress and document compliance with the plans, specifications, and ancillary documents. The work to be performed will support US Army Corps of Engineers (USACE) Construction Division / Branch missions, primarily within the boundaries of the Portland District (NWP), Seattle District (NWS), and Walla Walla District (NWW), and neighboring USACE Districts at times of critical need (as determined by the contracting officer). QAR Services will be awarded through task-order-specific performance work statements (PWS), solicited on an as-needed basis.  

The anticipated Firm Fixed Price (FFP) Multiple Award Task Order Contract (MATOC) will be for a single 5-year base period, with no option periods. The Period of Performance is anticipated to run 1 Apr 2023 through 31 Mar 2028.

2. SUBMISSION REQUIREMENTS FOR RESPONSES TO THIS SOURCES SOUGHT SYNOPSIS

  3. Small Business Status; In the event that you are a small business under NAICS 541614 or that of a similar size standard, state the category of small business, such as 8(a), HUBZone, Veteran Owned Small Business, Woman Owned Small Business, or SDVOSB.
  4. Statement of Capability; Statement of skills, knowledge, experience and capability of your firm to perform the requirements described in the PWS. NOTE:  A statement of capability must be detailed enough to validate the firm’s capability to perform for the government to confidently determine the firm’s ability to provide the required services.
