This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice.

Synopsis/Solicitation N0017819Q6879 is issued as a Request for Quotation (RFQ). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation.

This requirement is not eligible for small business set-aside.

The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a Brand Name basis for a QTY of 8 QT Developers/Desktop Single OS (X11) Standard Support Licenses with QT Design Tools; manufactured by The QT Company. Use of alternate software and support would result in work stoppage, disruption of service, network outages, extensive training of government personnel on new software and systems recovery which would delay efforts to support critical programs. This would also cause a substantial duplication of cost to the government in excess of $100k.

Please include shipping/freight cost to Dahlgren, VA 22448-5114. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price.

All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. Must quote brand name and must be an authorized reseller. Include letter of authorization when submitting your quote or you may be disqualified. At time of proposal submission please submit any historical data as well as published pricing. Award will be made based on Lowest Price Technically Acceptable.
