This is a notice of intent that the United States Special Operations Command (USSOCOM) intends to award a sole source contract to Applied Imagery, 8070 Georgia Avenue, Suite 301, Silver Spring, MD 20910 for the Quick Terrain Modeler LiDAR exploitation software.

USSOCOM's requirement is to purchase eight Quick Terrain modeler software that provides LiDAR exploitation capability enhancements and enable data visualization and fusion into 3D imagery.  Applied Imagery software is  not attainable through resellers.  This software is needed for interoperability and compatibility with the simulators being used.  This notice is not a request for offers.  The contractor identified is the only known source for the subject requirement. However, any other responsible vendor believing they have the capability of meeting the requirement may submit their capabilities to include technical documentation to establish the potential of meeting the Government's need. 

The anticipated date of award is 15 August 2012. The Government intends to negotiate with only one source under the authority of the Federal Acquisition Regulations 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. In accordance with FAR 6.302-1(a) (2) (ii), these items are determined to be peculiar to one manufacturer and not available from any other sources.

All responses from responsible sources will be considered. Any such responses must be in writing and include technical and pricing information. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.  Responses are due no later than 14 August 2012 at 10:00 a.m. EST.
