The Federal Bureau of Investigation (FBI) intends to negotiate on a sole source basis with Qiagen Inc., 19300 Germantown Rd., Germantown, MD 20874 under the authority of Federal Acquisition Regulations (FAR) 6.302-1, Only One Responsible Source and no other supplies or services will satisfy agency requirements, 10 U.S.C. 2304 (c) (1). This notice will be distributed only through the General Services Administration's Federal Business Opportunities (FBO) website, www.fedbizopps.gov. Interested parties are responsible for monitoring the FBO site to ensure they have the most up-to-date information about this acquisition. The MinElute PCR Purification Kits, Qiagen Proteinase K, EZI DNA Investigator Kit, Buffer ATL, and Buffer MTL manufactured by Qiagen Inc. have the ability to rapidly assess, validate, and implement a skeletal remains extraction technique. This automated extraction process associated with the EZ1 Advanced XL requires 25 times less bone powder than previous organic extraction protocols. They are also the only supplies currently that are compatible with existing EZ1 Advanced XL therefore Qiagen Inc. is the only company to meet the FBI requirement. This Notice of Intent is not a request for competitive quotations, however interested parties may identify their interests and capability to respond to this requirement or submit quotes to this office by 10:00 AM, EST, Monday, November 7, 2011, via facsimile to the attention of Ms. Christina Sims, Contracts Specialist, at (703) 632-8480. E-mail quotes will also be accepted at [email protected]. The Government will not pay for any information received. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Telephone requests will not be considered. A determination by the Government not to compete this proposed contract based upon response to this notice is solely within the discretion of the Government. This contract will be awarded as a commercial item in accordance with Federal Acquisition Regulation, Parts 12 and 13. All contractors anticipating award, must be registered in the Central Contractor Registration (CCR) Database.
