This is a SOURCES SOUGHT NOTICE (SRC) only. Responses to this notice will be used for information and planning purposes. No proposals are being requested or accepted with this notice. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS NOTICE. This notice shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). Responses are not considered a request to be added to a prospective bidders list or to receive a copy of the solicitation. The Gulf Coast Veterans Health Care System, Biloxi, MS is interested in identifying sources to provide equipment and personnel to render acute dialysis services to the veterans that qualify as beneficiaries of the VA Gulf Coast Veterans Health Care System. Services will be performed at the VA Biloxi facility and equipment can be stored there. Dialysis nurses shall have current license and BLS certification and are required to be credentialed by the VA. ACLS certification is also preferred but not mandated. Offeror s response to this Notice shall be limited to 10 pages and shall include the following information: Offeror s company name, DUNS, address, point of contact, title, phone number, and email address Offeror s interest in bidding on the solicitation when it is issued Offeror s capability to meet this requirement (may include nurse/technician resumes detailing qualifications and experience) including any current contracts (Civilian or Government) and how many years providing these services. Offeror s type of business (small or large) and socioeconomic status whether Service-Disabled Veteran-Owned, Veteran-Owned, Hubzone, 8(a), Woman Owned, Small Disadvantaged, etc The NAICS code is 621492, Kidney Dialysis Centers (size standard of $38.5 million). Responses must be received by no later than 2 pm Central, August 31, 2021. Responses may be emailed to [email protected] using SRC 36C25621Q1682 in the subject line. After review of the responses to this Sources Sought Notice, a solicitation announcement shall be forthcoming and published on the FBO website and any questions will be accepted after posting of actual solicitation. All interested offerors will have to respond to the solicitation announcement in addition to responding to this Sources Sought Notice. All interested parties are reminded to be registered with System Award Management (SAM) at http://www.sam.gov in order to be eligible for award of Government contracts. (NOTE: Nephrologists/Physicians are contracted separately) Additional information: Hemodialysis (HHD): Bedside/ICE (1:1) Hemo treatments: 230 yearly/19 monthly Below table shows actual numbers from past nine (9) months. Month Number of treatments October 2020 7 November 2020 22 December 2020 9 January 2021 20 February 2021 9 March 2021 3 April 2021 4 May 2021 17 June 2021 17 Multi-patient (2:1): Hemo treatments: 0 yearly/ 0 monthly (Occasionally 2nd machine is needed and was very rare prior to COVID 19; however, contractor shall have as part of contingency plan) Average duration of HHD treatment unknown Dialysis treatment Room: No (however, room is provided to store equipment and supplies) Peritoneal Dialysis (PD) Number of PD (CCPD and/or CAPD) treatments: 0 yearly/0 monthly Continuous Renal Replacement Therapy CRRT (CVVH,CVVHD, CVVHDF, SCUF) Number of CRRT treatments: 0 yearly/0 monthly Apheresis: Number of current apheresis procedures: 0 yearly/0 monthly Equipment: Contractor to provide equipment and in addition, a technician to service and maintain this equipment. Water System: A centralized water system is in place. Hours/Wages: Availability required is 24/7. No on-call pay is provided. Wage Determination will be issued with solicitation. The following supplies/items will be provided by the VA: Heparin Lidocaine Plasmaonate Electrodes and monitoring equipment Non-invasive blood pressure monitoring machine IV infusion pumps and tubing IV administration sets Normal saline Dialysis Catheter Syringes as needed Hypodermic needles as needed Iodine swabs and alcohol prep pads Tape as needed Gauze pads as needed (2x2 or 4x4)(sterile and non-sterile) Gloves as needed (vinyl- small, medium, & large) (latex/non-powdered small, medium, and large) Surgical masks Blood administration sets and appropriate blood filters Pressure wrap bandage Bed pans and urinals Drinking cups and straws Any other supplies not provided by Contractor which are deemed necessary to perform required services and acceptable by VA. In instances when any of the foregoing is unavailable VA shall provide reasonable substitute item. The following supplies/items will be provided by the Contractor: Artificial Kidneys Arterial and Venous Blood Lines Transducers Dialyzing Fluid Fistula Needles Treatment Record Hemosafe Clamps Peritoneal Supplies Eco cycler tubing Freedom Set Universal Connectors Extension Clamps Adapter Seal Clamps Convertible Adaptors Drain Set Del Clamps PD Fluids Plasmapheresis Kits Charcoal Filters CVVH Hemofilters CVVH Bloodlines Treatment Record Contractor and VA agree that from time to time equivalent or state-of-the-art supplies and/or equipment may become available. Contractor may provide substitute if acceptable by VA.
