. Description This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulation (FAR) subpart 12.6, Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation Tumor Molecular Testing Service under 36C10G24R0013, and a written solicitation document is attached. This solicitation is a Request for Proposals. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2023-06, The associated North American Industrial Classification System (NAICS) code for this procurement is 621511 Medical Laboratories, with a small business size standard of $35M. All interested companies shall provide submit a proposal in response to the attached RFP document. The items that are being solicited are as follows; Supplies Line Item Description Quantity Unit Price Total Price 0001 Solid Tumor Test (NGS) 1 0002 Liquid Tumor Test (NGS) 1 0003 Hematoligic Malignancies (NGS) 1 0004 Immunohistochemistry (IHC )Test 1 Services The Strategic Acquisition Center, in support of Veterans Health Administration (VHA), National Precision Oncology Program is seeking to purchase to secure specialized, comprehensive reference laboratory-based tumor molecular profiling services for clinical care. Services should include test offerings spanning both solid and hematological malignancies using methods such as next generation sequencing (NGS) panels, NGS comprehensive genomic profiling (CGP) as well as complementary tests to support NGS such as immunohistochemistry (IHC) and fluorescence in situ hybridization (FISH) for biomarkers such as PD-L1, MMR, HER2. all used to guide clinical care for Veterans with cancer. All services provided shall be in accordance with the costs, terms, and conditions of this contract . FAR 2.101 defines best value as the expected outcome of an acquisition that, in the Government s estimation, provides the greatest overall benefit in response to the requirement. Non-price factors when combined are significantly more important than price. It should be noted that award might be made to other than the lowest priced offeror if the Government determines that a price premium is warranted due to merits of one or more of the non-price factors.
