JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITIONThis is a sole source procurement under the Other than Full and Open Competition (FAR 6.302-1). The associated NAICS code for nursing home care is 623110. The West Palm Beach Department of Veteran Affairs Medical Center (VAMC) intends to award a sole source contract for nursing home care to Tiffany Hall Nursing & Rehab Center, 1800 SE Hillmoor Dr, Port St Lucie Fl 34952-7542, under the coordination and direction of the Geriatrics and Extended Care (GEC) Service at VAMC West Palm Beach. AUTHORITY CITED: a.) Title 41 USC 253(c) (1); Title 38 USC 1720 b.) FAR 6.302-1 c.) VAAR 806.3 REASON FOR AUTHORITY: Title 38 USC 1720: create the expectation that qualified veterans will receive Community Nursing Home (CNH) services in their community. This entails placement of the veteran in a facility that is in proximity to the veteran's home or place of residence or in propinquity to where the veteran's family or social connections are found. Contracts and agreements under the referenced authority carry out the essential purpose of providing nursing home services to the veteran in the veteran's social community. EFFORTS TO OBTAIN COMPETITION: None. This Notice of intent is not a request for competitive quotes. However, any firm that believes it can meet Community Nursing Home requirements within the local catchment area, may give written notification to the Contract Specialist, who will evaluate all responses received. The determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. Please note that the GEC Coordinator or the Contracting Officer Technical Representative (COTR) monitors and balances the needs of the patient population with the known availability, capacity of qualifying CNHs and Government resources.
