The North Atlantic Regional Contracting Office (NARCO) seeks information on commercial vendors that are capable of providing Civilian Neurorehabilitation and Community Reintegration Support at the Defense and Veterans Brain Injury Center's (DVBIC) for Johnstown PA and DVBIC-Charlottesville VA Facilities.

The Defense and Veterans Brain Injury Center (DVBIC) is a unique health care collaboration of the Department of Defense (DoD), Department of Veterans Affairs (VA), and civilian partners that promotes state-of-the-art medical care, innovative clinical investigations and educational programs to serve active duty military, their dependents and veterans with TBI. DVBIC develops and provides advanced TBI-specific evaluation, treatment and follow-up care as well as effective educational materials for the prevention, treatment of TBI and management of its long-term effect. DVBIC does not possess the human resources in order to fulfill its mission with federal government employees. The center must supplement its workforce by contracting with a private entity that can provide the wide range of skill sets and knowledge necessary to meet the center's objectives.

DVBIC is headquartered at Walter Reed Army Medical Center (WRAMC) with residential sites at Johnstown, PA and Charlottesville, VA. The geographic dispersion of the sites provides convenience for patients and a greater population for the center, which increases the likelihood military and veterans will receive the proper evaluation and treatment for TBI.

The primary objective for this procurement is provide transitional rehabilitation through a structured program focused on restoring home, community, leisure, psychosocial and vocational skills in a controlled therapeutic setting.

After results of this market research are obtained NARCO may conduct a competitive procurement and subsequently award a Contract. If at least two responsible, qualified respondents are classified as small business described herein, then any competitive procurement solicited by NARCO will be done as a small business set-aside.

NARCO is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 623110, as those domestic sources having 500 employees or less. Please include your company's size classification in any response to this notice.

Companies that can provide the Civilian Neurorehabilitation and Community Reintegration Support at the Defense and Veterans Brain Injury Center's (DVBIC) for Johnstown PA and DVBIC-Charlottesville VA Facilities service are requested to email a detailed report describing their abilities to [email protected] no later than the response date for this sources sought notice. The report should include achievable qualifications and any other information relevant to your service or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company, POC name, phone number, address and email address; 2. NAICs code; 3. Descibe the experience your company has in managing similar program(s). 4. Any other relevant information that is not listed above which the Government should consider in developing its minimum requirements and finalizing its market research.
