Sources Sought This is a Sources Sought notice. It is NOT a solicitation for proposals. The Department of Veterans Affairs is under no obligation to award a contract as a result of this notice, and will NOT reimburse any cost incurred in response to this notice. Responses to this notice will be used for information and planning purposes to identify potential sources capable of providing Emergency Department (ED) coverage at the Roseburg VA Medical Center RVAMC, located at 913 NW Garden Valley Blvd.; Roseburg, OR 97471. Respond if your firm is capable of furnishing physicians board certified in Emergency Medicine (EM) and fully licensed to practice in any state in the United States, according to the following description. 1. The contractor will be required to have an EM physician present in the ED continuously, 24/7/365, for an approximate total of 720 hours per month. 2. Depending on how the contractor decides to staff the ER (e.g., using physicians dedicated to the RVAMC, or using a larger number that have commitments to multiple facilities), the contractor would likely need 8-15 board certified EM physicians credentialed at the Roseburg VAMC in order to fulfill this requirement. 3. If a solicitation is ultimately issued, it will include an evaluation factor which will place importance on furnishing physicians that permanently reside within a 200 mile radius of Roseburg, OR. Offerors that have a higher percentage of physicians residing in that radius will be rated higher. 4. Key personnel assigned to the contract will be listed in the contract. No substitutions of key personnel will be allowed for the first 90 days. Any substitutions thereafter must be approved in advance by the Chief of Staff for the RVAMC. Interested parties shall respond no later than close of business on January 28, 2015, and shall provide the following information: 1. Name of business; 2. DUNS number; 3. List the small business status of your firm under NAICS code 621111. The small business size standard for this NAICS is no more than $11 million in annual revenues. 4. List the number of physicians currently employed by your firm that are board certified in EM and permanently reside within a 200 mile radius of Roseburg, OR. 5. Indicate whether your firm expects to fulfill the requirement with physicians dedicated to the RVAMC, or if your physicians working on the contract would have commitments with multiple medical facilities. 6. If you hold a Federal Supply Schedule (FSS) contract for Schedule 621I for SIN 621-002 with approved coverage in the state of Oregon, please list the FSS Contract Number. If a solicitation is issued, it is anticipated that the effective date of any resultant contract would be on or about January 1, 2016. The contract period of performance would consist of a one-year base period, and four 1-year option periods.
