The VA Pittsburgh Healthcare System (VAPHS), University Drive, Pittsburgh, PA 15240 intends to negotiate with Allegheny General Hospital (AGH), 320 East North Avenue, Pittsburgh, PA 15212-4772, on a sole source basis pursuant to FAR 6.302-1 for renal transplant surgeon services to be provided at the VAPHS University Drive Division during the period January 1, 2004 â December 31, 2004. The requirement is for 0.5 FTE renal transplant surgeon(s) for preoperative workup, postoperative follow-up, clinic visits, and clinic rounds. In addition, payment will be made on a per procedure basis for each renal transplant performed. It is estimated that 8-15 renal transplants will be performed during the contract period. AGH will provide âon-callâ coverage for emergencies whenever not on site at VAPHS. Our expectation is that AGH will function as part of an ongoing transplant program, participating in all aspects of program development and administration, and provide dedicated staff for this contract. Firms who wish to identify their interest and capability to provide renal transplant surgeon services as described above to the VA Pittsburgh Healthcare System may notify the Contracting Officer, in writing, no later than November 10, 2003. The notification must consist of a narrative describing the contractorâs location and qualifications to demonstrate that the contractor can meet our requirements for renal transplant surgeon services. Upon receipt of any such notifications, the Contracting Officer will determine whether to conduct a competitive procurement or proceed with sole source negotiations. The VA prefers that the renal transplant surgeon(s) be board certified by the American Board of Medical Specialties or the Bureau of Osteopathic Specialists.
