The Naval Medical Logistics Command intends to negotiate on an other than full and open competition basis (IAW FAR 13.106-1), for Brand Name only with UMedic, 3 Grove Isle Drive, Ste 1801, Miami, FL 33133 and Laerdal Medical Corporation, 167 Myers Corners Road, Wappingers Falls, NY 12590, as the only two known sources that can provide ââ¬ÅHarvey,ââ¬ï¿½ a cardiac simulation training manikin. This acquisition is being conducted under the FAR 13.1 test procedures for commercial items. Provisions and clauses in effect through Federal Acquisition Circular 2005-51 are incorporated.
Items being purchased in this acquisition:
ââ¬ÅHarveyââ¬ï¿½ Training Manikin (1) Naval Medical Center Portsmouth has a requirement for a patient simulator to be used in cardiac simulation and training.
The unit shall be capable of simulating blood pressure, pulse, auscultation, and respiratory/pulmonary findings. The unit shall mimic the shape of an adult human upper body. The unit shall include a microphone/speaker system for simulating speech. The unit shall be capable of simulating disease conditions including, but not limited to, hypertension, stenosis, aortic regurgitation, myocardial infarction, and murmurs. The unit shall include training programs for the disease conditions utilizing the simulated blood pressure, pulse, auscultation and respiratory/pulmonary findings as well as hypothetical lab values and bedside findings.
This acquisition is being conducted under simplified acquisition procedures FAR 13.1 There are not set-aside restrictions for this requirement.
The intended procurement will be classified under North America Industry Classification System (NAICS) 423490. This notice of intent is to compete this action from the two known sources capable of providing the ââ¬ÅHarveyââ¬ï¿½ training manikin. However, parties interested in responding to this notice will need to submit technical data, sufficient to determine capability in providing the same product. All capability statements received by the closing date of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement
Based on the above information, the only technically acceptable system is provided by UMedic and Laerdal.
