SPECIAL NOTICE TO: Large healthcare providers in a hospital or clinical setting with a significant Release of Information (ROI) workload: Health Information Technology Prototype -- THIS IS NOT A SOLICITATION AND NO CONTRACT AWARD WILL BE MADE AS A RESULT OF THIS POSTING. INTRODUCTION: The Social Security Administration (SSA) requests medical evidence to support the disability claims process. Today, requests for medical evidence, along with the authorization to release information, are sent to the healthcare provider via mail or fax. In turn, healthcare providers have multiple channels (mail, fax, web, and secure electronic transmission) to respond back to SSA with the medical evidence. The Social Security Administration is interested in initiating a prototype project in the electronic exchange of standardized health information with healthcare providers. The objective of the project will be to evaluate the feasibility, technical alternatives, and potential value of leveraging electronic communication along with structured clinical information with healthcare providers for the disability claims process. A provider-based Electronic Health Record (EHR) will provide responses to electronic requests from SSA with no human intervention using standard electronic transactions transmitting structured clinical information, which could result in quicker decisions on disability claims. The prototype capabilities required for consideration include the ability to respond to electronic requests for actual medical information through the Health Information Technology (HIT) Interoperability Standards and Electronic Data Interchange (EDI) transmission standards that include X12N and HL7 with the requested medical information data elements. The medical information data elements shall be formatted in the associated standards that shall be approved by Health Information Technology Standards Panel (HITSP) or be widely accepted in the Health Information Technology industry. Examples of vocabulary standards include (but are not limited to) LOINC, CPT, HCPCS, ICD-9, ICD-10 and SNOMED CT. The prototype capabilities outlined above must be available for pre-production testing by April 2008. SSA is interested in hearing from large healthcare providers in a hospital or clinical setting with a significant Release of Information (ROI) workload that are interested in discussing this approach, alternative concepts, and opportunities to partner in this prototype.
