Under this agreement the VA Medical Center Pharmacy Service in Oklahoma City, OK will provide prescribed test systems to vendor, Siemens Medical Solutions Diagnostics. Siemens will provide instrumentation (AutoBlot 3000H, LiPA Scanner and software), reagents (Versant HCV Amplification 2.0 Kit, Versant Genotype 2.0 Assay) and consumables (AutoBlot 3000H 21-Strip Tray, LiPA-Scan Reading Templates). The above authority is cited and justification made based on the determination that the Government's minimum needs can best be satisfied by services available from one source in a specific area of responsibility. This action is for services which the Government intends to solicit and negotiate with only one source under FAR 6.302-1. This notice of intent is not a request for competitive proposals. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive acquisition.
