The Department of Veterans Affairs, Northern California Healthcare System intends to issue a noncompetitive purchase order to obtain cytology services (screening cytopathology slides) at the VA Clinic in Martinez, California to Carol Grandbois of Pittsburg, CA as this source has been the only source in the area for several years identified as capable and willing to provide these services. The screening of VA cytopathology slides must physically be performed in a VANCHCS laboratory. Contractor will insure that no more than 80 slides are screened by a single individual in a 24-hour period - this total number of slides screened must include the number screened for other employers and other facilities. Estimated number of slides will be in the range of 650 per quarter and 2600 during the entire performance period. Contractor will provide a written report of screening results in a format compatible with VA requirements. Slides must be read and reported out within five working days from receipt of specimen at the facility. The Contractor must participate in the VA proficiency testing program. Period of performance will be from October 1, 2011 through September 30, 2012. NAICS code 621999 applies with a size standard of $7.5 million. This solicitation will be unrestricted. This Notice of Intent is not a request for competitive quotes. A Request for Quotes (RFQ) will be issued to interested sources. If a firm believes it can perform the required services, it can furnish detailed information about its capabilities to the Contracting Officer by e-mail ([email protected]) with the subject line 'Cytology Services' on or before the response date indicated in this announcement. Supporting information must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
