Notice of Intent: The USDA, ARS, MSA intends to award a sole source procurement to Promega Corporation, 2800 Woods Hollow Road, Madison, Wisconsin 53711, as they are the sole source for this type of purification system pursuant to the authority of 41 U.S.C. 253(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy agency Requirements. The award will be for a nucleic acid purification system for our specific research identifying genes associated with disease resistance traits so that those genes can later be developed for marker-assisted selection. Promega Corporation is the sole source of this type of purification system. Specifically this system is capable of 1) flexible and large sample volume processing: The Maxwell RSC can perform extraction of 1-16 samples in one run, 2) has a small instrument footprint: The Maxwell RSC is a maximum of 13"H x 13"W x 18"D, 3) has reduced weight: The unpacked weight of Maxwell RSC is a maximum of 40 lbs, 4) has sample tracking capability via an included bar code scanner that allows for tracking of samples as part of run report, 5) and quantification: Integrated Quantus instrument is fully integrated into the Maxwell(r) RSC software and allows the quantification measurements of the extracted nucleic acid concentration values to be captured in the run report.
The Government intends to award a firm fixed price Purchase Order on or about September 15, 2014, using Simplified Acquisition Procedures. This Notice of Intent is not considered a Request for Quotation (RFQ) nor is it a Request for Proposals (RFP). No solicitation document is available and telephone requests will not be honored. Interested persons may identify their interest and capability to respond to this requirement. A determination by the Government not to compete this proposed contract based on responses to this notice is solely within the discretion of the Government. The Government will consider all responses received by 4:00PM central time, September 12, 2014. Information received will be considered solely for determining whether to conduct a competitive procurement.
