NOTICE OF INTENT TO SOLE SOURCE: Center for Disease Control and Prevention (CDC), The National Center for Environmental Health (NCEH), Division of Laboratory Sciences (DLS), plans to procure on a sole source basis whole units of serum and pooled serum collected using CLSI C37A Protocol for the CDC/NCEH/DLS Clinical Standardization Programs from Solomon Park Research Laboratories, Kirkland, WA 98034, in order to satisfy the Agency's requirement. This acquisition will be processed under Federal Acquisition Regulation (FAR) Subpart 12, Acquisition for Commercial Items and will be made in accordance with simplified acquisition procedures as stated in FAR part 13.106-1(b)(1). The North American Industry Classification System code is 541380 and the business size standard is $15,000,000. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery shall be within sixty (60) days after award. A sole source acquisition is justified because Solomon Park Research is the only laboratory that will meet our technical requirement. There are no other suppliers that will satisfy our requirement.

The purpose of this acquisition is to collect, prepare and ship the whole units and pooled serum aliquots. In addition, the following deliverables are:

(360 mL) C37A pool with LDL ~70 mg/dL, (250, 5.4 mL aliquots); Pool ID 93: C37A pool with LDL ~130 mg/dL, (250, 5.4 mL aliquots); Pool ID 171: C37A Common Pool with TC ~190 mg/dL, TG <200 mg/dL, HDL ~55 mg/dL, (2500, 1.3 mL aliquots and 1000, 2.3 mL aliquots); Pool ID 172: 37A Common Pool with TC ~150 mg/dL, (1500, 1.3 mL aliquots and 800, 2.3 mL aliquots); Pool ID 173: C37A Common Pool with HDL ~35 mg/dL TG>200 mg/dL, (10000, 1.3 mL aliquots and 800, 2.3 mL aliquots); Pool ID 174: C37A Common Pool with TC ~120 mg/dL, (1500, 1.3 mL aliquots and 800, 2.3 mL aliquots); Pool ID 175: C37A Common Pool with TG ~180 mg/dL, (1500, 1.3 mL aliquots and 800, 2.3 mL aliquots); TC-TG QC A08QC02L06:C37A Pool with TC 170 mg/dL (±5 mg/dL) TG 100 mg/dL (±5 mg/dL), (6000, 1.3 mL aliquots and 1000, 2.3 mL aliquots). Also included in appropriate quantity Medium or Large Extended Duration Medical Shipment Containers including - up to 25 lbs, or up to 40 lbs of Dry Ice - Preparation and Cryo Handling of Medical Materials and Revco 2" boxes.

CDC intends to negotiate this requirement with Solomon Park Research Laboratories under the authority of FAR 13.106-1(b) (1), Only One Responsible Source, and 41 U.S.C. 253(c) (1). Solomon Park Research Laboratories is the only source available to provide these services needed for the continuation of the CDC Hormones Standardization Program and for the proper collection and storage of human specimens. This notice of intent is not a request for competitive proposals or quotations. A determination to compete this procurement based on responses to this notice is solely within the discretion of the Government. Interested parties who believe they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement as described above.
