The statutory authority for this sole source acquisition is 10 U.S.C. 2304 (c)(1) in accordance with FAR Part 6.302-1- only one responsible source and no other supplies or services will satisfy the agency requirement. The NAICS Code for this procurement is 334516 (Analytical Laboratory Instrument Manufacturing). The size standard is 1000 employees.
The Government intends to purchase Caliper pipette tips and replacement parts needed by the Inorganic and Radiation Analytical Toxicology Branch (IRATB). The caliper pipette tips are used to increase sample throughput in the laboratory to handle several large biomonitoring studies and to support the automated sample preparation unit. The automated sample preparation unit is configured to work only with the Perkin Elmer brand and part number of pipette tip. Having nested sets of pipette tips allows the laboratory to process multiple batches of samples simultaneously. Extensive programming has been done to incorporate these tips into the schematic. These items are designed by Caliper for their systems. No other pipette tip can be substituted.
Only PerkinElmer makes these specific caliper pipette tips. These specific tips are one of the required consumables that has been customized to fit our customized Caliper Sciclone automated sample preparation system. The nested tip holders are designated for our unit and the robot has been programmed to accommodate this item in its exact configuration in the exact dimensions. The holders are not sold seperately. The tips need to come already loaded into the holders to reduce the possibility of contamination. Purchasing these specific caliper tips ensures the continuity of IRATB's biomonitoring studies.
