The sole source justification is based on the following: NIST currently owns a Kaiser Optical system (RAMANRXN1 Analyzer with an MA-785-sp microscope assembly) that is used in the analysis of test materials such as explosives and narcotics. Currently NIST is studying the polymorph crystals created by the test materials. Spectral differences between polymorphs can typically be observed in the terahertz (THz) region of the spectra (5 cm-1 to 200 cm-1) and typical infrared detectors cut off around 400 cm-1 while Raman systems cut off around 200 cm-1. In order to observe the spectral response, NIST requires a THz detector. The only THz Detector capable of meeting NIST's requirements and seamlessly attaching to the current system named above is the Ondax Micro THz-Ramen Spectroscopy Module.
Market research has shown that Ondax, Inc. is the sole company who can provide this equipment to NIST.
Given these facts, Ondax, Inc. is the only source reasonably available to provide the required equipment and software.
The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 334516 with a size standard of 1,000 employees.
No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST August 29th 2016, will be considered by the Government.
A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
