The US Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Capital Acquisition Division, Simplified Acquisition Team intends to negotiate on a sole source basis with the Satlantic, Inc. using the procedures in FAR Parts 6 and 13, for the purchase of a Hyperspectral Radiometer. The Center for Coastal Monitoring and Assessment conducts investigations of harmful algae and water quality using ocean color satellites. Thie requires data on characteristics of the water reflectance that can be matched to current and future satellites. Data sets are collected in remote and difficult areas and on water which requires measurements of the water radiance from above the water. To meet these requirements we need a hyderspectral radiometer with the following characteristics: Spectral characteristics: 1) 1. Continuous spectra inclusive of 380 to 800 nm; 2) bandwidths of 4 nm or narrower; 3) Field of view between 2-4 degrees (0.035 to 0.070; steradians); 4) Digitization >= 14-bit; 5) SNR > * 10 3 at 1 second integration; 6) Detector documented for use in NASA ocean color cal/cal applications; 7) Integration time typically under 1 second; and 8) Dark current collection and correction. Instrument characteristics: 9) Hand-held; 10) Self contained, no external controller: Does not require a computer or control unit to operate in the field; 11) Global Positioning System (GPS) included; 12) Self-correcting shutter, does not require user to define the shutter duration; and 13) Download to Windows PC. Software: 14) Windows based data conversion software for analysis of data; data sets are downloaded; and Warranty: 15) Instrument warranted for at least one year. Satlantic, Inc. is the only party known to NOAA who can meet these requirements. The statutory authority for other than full and open competition is 41 USC 253(c)(1) as implemented by FAR 6.302-1, Only one responsible source. The North American Industry Classification Code (NAICS) for this acquisition is 334516 with a business size standard of 500. This is not a solicitation for competitive quotes. However, if any other interested party believes that it can meet the requirements, it may submit a statement of capabilities, which if timely received, will be considered by NOAA. The capability statement and any other information furnished must be in writing, and must contain material in sufficient detail to allow NOAA to determine if the party can meet all of the foregoing requirements. Responses must also be accompanied by descriptive literature, warranties, and/or other information that demonstrates that the quote meets all of the foregoing requirements. Capability statements and related materials must be e-mailed to [email protected] by August 25, 2010. Award will be made using FAR 13, Simplified acquisition procedures, current through FAC 2005-44. The determination to compete or not compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
