NOTICE OF INTENT TO AWARD A LIMITED SOURCES PURCHASE ORDER OR A LIMITED SOURCES BOA CALL: The United States Coast Guard (USCG) Aviation Logistics Center (ALC) Medium Recovery Range (MRR) Procurement Division intends to solicit and negotiate with only two sources, the Original Equipment Manufacturers (OEMs) - TIGHITCO Inc. (Cage Code 22013) and Sikorsky Aircraft Corporation (Cage Code 78286), under Basic Ordering Agreement SPRPA1-11-G-001Y. The statutory authority for this acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 6.302-1. In accordance with FAR 6.302-1(b)(1)(ii), the items listed below are available from only two sources. See attached Justification and Approval for Other Than Full and Open Competition (J&A) for additional details. The North American Industry Classification System Code (NAICS) is 336413 with a size standard of 1,000 employees. The Product and Service Code (PSC) is 1560. The small business set aside has been dissolved. This requirement is unrestricted. Delivery is requested one-hundred eighty (180) days after the receipt of the order (ARO). The USCG desires early deliveries therefore early shipments are encouraged at no additional cost to the Government. F.O.B. point is Origin. Delivery shall be to Commanding Officer, Aviation Logistics Center, Elizabeth City, NC 27909.

If awarded as a Purchase Order, inspection and acceptance shall be performed at destination by ALC's Receiving Section. Inspection and Acceptance shall be in accordance with FAR 52.212-4 Contract Terms and Conditions-Commercial Items (May 2015). The Contractor shall furnish a Certificate of Conformance in accordance with FAR 52.246-15. Certificate of Conformance must be submitted in the format specified in the clause.

If awarded under the BOA, inspection and acceptance under this order will be performed at origin by Defense Contract Management Agency (DCMA).

Solicitation number HSCG38-16-Q-J00019 is assigned for tracking purposes only. No solicitation package will be issued. This notice of intent is not a request for competitive proposals; however, all responsible sources may submit a quotation to [email protected] with HSCG38-16-Q-J00019 in the subject line which will be considered by the agency if received no later than 12:00 P.M., (EST) on 19 November 2015. A determination by the Government not to compete the proposed procurement based upon the responses to this notice is solely within the discretion of the Government. The basis of award will be Lowest Price Technically Acceptable (LPTA) using the procedures established in FAR Part 15, Contracting by Negotiation.
